Lead themes
In addition to the priority areas, the strengths of different cities are utilised in cooperation revolving around lead themes or projects, which receive separate funding. Lead projects are needed in order to support networks of areas of expertise and the emergence of comprehensive, internationally significant work: thematic cooperation brings together the resources of cities and promotes the sharing of good practices and international cooperation, such as international joint projects and investments.
