Metaverse a.k.a. social virtual reality is anticipated to become the next evolution phase of internet. The metaverse consists of dynamic and shared 3D virtual and/or hybrid spaces, which are networked in a common interactive virtual universe. The metaverse has significant potential in the development of European smart cities during the last years being a crucial theme in the framework of digitalization of urban living. The business potential of Finnish metaverse industry is estimated to be around 30 billion euros by 2035 (Business Finland) with more than 250 companies involved in the development. This supports excellently the target of Finland being in the frontline of development of metaverse to outcome new innovations, services and business.

In Finland, a national metaverse strategy was developed by Business Finland in 2023. The city network assembled by the InnoCities project forms a counterpart to Business Finland’s business-oriented Metaverse in Action (MIA) network. The project’s goal is to identify how cities could better utilize metaverses in their development. The aim is also to join European networks, find good practices, and produce national standardization for metaverse development.

The project is carried out by the City of Oulu together with the University of Oulu and the Oulu University of Applied Sciences, as well as the City of Espoo. Tampere is also involved in the collaboration.
